Thumbs up angry mob beats suspect - no charges filed.

We need more stories like this. If criminals have something to fear, that may be a deterrent. If they still don't fear it, at least it is a start to their punishment.

A mob of furious neighbors of an 11-year-old girl raped on her way to school in Philadelphia won't be charged for beating a man wanted for questioning in the case.

Philadelphia Police Commissioner Charles Ramsey said Thursday that no charges will be filed against the group of about a dozen residents of the city's West Kensington section who attacked 26-year-old Jose Carrasquillo.

Ramsey added that he doesn't condone violence.

The crowd pummeled Carrasquillo for several minutes on Tuesday with wooden sticks, their hands and their feet before police arrived to take him into custody. The attack was videotaped.

Carrasquillo hasn't been charged with rape but was arrested on an unrelated warrant.

He remains hospitalized in stable condition after suffering head injuries. The girl has been released from the hospital.

The group recognized Carrasquillo from a photo released by police, who called him a person of interest in the girl's rape on Monday as she walked to school.

On Wednesday, police called him a suspect.

"He's a suspect. There's no question about that," Ramsey told FOX 29 in Philadelphia, adding that detectives are trying to determine whether he is responsible for other sexual assault cases under investigation.

Authorities also say they are analyzing a new videotape in their possession and are investigating reports of another girl's groping on Monday by a man outside the Kensington Creative and Performing Arts High School, FOX 29 reported.

Surveillance video of Carrasquillo's beating shows a man being chased by at least three people, one of whom hits him several times with what appears to be a bat or large stick. As they chase the man, a crowd gathers. A police officer arrives, and the video cuts off.

The rape victim had just dropped off a sibling at day care and was walking to school Monday when a man approached her, investigators said. He started to walk with her, threatened her and said he had a gun. He took her to a nearby backyard and raped her repeatedly, authorities said.

Philadelphia Police Lt. Frank Vanore said authorities did the right thing in publicizing their desire to talk to Carrasquillo. He noted he was wanted on a bench warrant and had 17 prior arrests.

"We've got an 11-year-old viciously raped," Vanore said. "We factored in a lot of things and the biggest thing was to get this individual off the street

Did I miss something in the article? It didn't say that they were sure he did it, just that he was a suspect. For all any of you know, he could have been innocent. If he is proven guilty I agree with you, throw him to the dogs, but I think he should be entitled to a trial first.

I don't care what crime was committed, EVERYONE should be entitled to a fair trial.

Normally I'd agree with you, but with 17 prior arrests and an outstanding warrant he just doesn't seem to be getting the message and probably deserved the beating anyways.

4 shoplifting, 3 disorderly, 2 driving on suspended, 5 bench warrants for not paying parking tickets, 3 arrests due to mistaken identity.....

Even if he didn't rape anyone... Maybe he will stop shoplifting, get a license, pay his parking tickets, and stop looking like other people.

Seriously, I rarely feel for people who are abused by officers. I have been pulled over many times and the officers have always been nice to me. In fact, I was pulled over a few weeks ago and he let me know a headlight was out and gave me a fix it ticket.
Actually there is a funny story about my uncle. He is a harmless 40+ guy who is probably 350lbs. He was driving his son's POS car home from my house in Livonia and was stopped by the Farmington Hills Police. He had been eating funyons and had dropped a piece in his pocket. FH police pretty regularly search anyone who look shady. Anyway this young office found a piece of funyon in his pocket, and apparently he bagged it thinking it was crack. He strip searched my uncle on the side of M5 in the back seat of his car down to his underwear. Eventually back up came and this more seasoned officer looked at the evidence and the evidence in the car (aka the funyon bag) and told the other guy to release my uncle with an apology. No, he didn't sue.
My point is .. in the end if you are innocent you shouldn't have any real troubles with the police.

But it wasn't the cops, it was the area residents who beat him. If it was someone who never did anything wrong but was wanted for questioning I'd be the first one screaming about his right to be presumes inoccent until proven guilty. But I'm not going to waste my energy defending the beating of someone with 17 arreasts and an outstanding warrant.

Seems like he's got some sort of problem if he's being accused of other sexual assult cases.
