Default Electric Choke

Over the last few months I have been blowing the choke fuse on my 86 K20 with the HD 5.7 liter. Now the fuse will blow immediately, even if the wire on the choke coil is unplugged. Now the high idle stays on and I cannot kick it down unless I jumper 12 volts directly to the choke first.

Is there a relay between the fuse and the choke coil, and if so where is it and what is it called?

Don't run a choke at all! I don't and mine runs fine starts right up.
