Default Help with travel trailer brakes?

I have a 27' 2005 Jayco Jayflight and recently had the brakes serviced at a dealer[dennis trailer sales]. My brake control is a Tekonsha Voyager (part# 3840). I am having a hard time adjusting my brakes. I have gone through the manual and very carefully followed the directions to adjust the brake controller. However, the problem I am having is: when I brake on the down grade my brakes pulse and the LED light that turns red blinks with the pulsation. The pulsation is quite strong. Any ideas would be helpful.

sounds like a bad ground maybe.

or
I dont know if thats a pengilum (sp) style brake controller that you may have on to steep of a angle and the hill is just putting it over its rated angle of operation

It is pengilum style controller,and its mounted level.This is the first time this year Iv'e messed with trying to adjust the controller.Im not trying blame the dealer but did not have this problem until then,on the other hand I haven't driven it all year.

May have been doing the same thing before the brakes were serviced. You might not have realized it though, because the brakes were not working as well prior to being redone
