Alert: House Subcommittee Schedules Hearing on Bill that WouldLimit Access Please follow the instructions below to let your Member ofCongress know that you oppose H.R. 980, the "Northern RockiesEcosystem Protection Act." H.R. 980 would designate 23 millionacres of land in Idaho, Montana, Oregon, Washington and Wyoming,as Wilderness. This means each of these 23 million acres wouldbe made permanently off-limits to motorized and mechanizedrecreation, including off-highway motorcycles, ATVs, 4x4s,snowmobiles and mountain bikes. As you may recall, ARRA Executive Director, Larry Smithtestified against identical legislation last session. Now, theHouse Natural Resources Committee, Subcommittee on NationalParks, Forests and Public Lands has scheduled another hearing onthe reintroduced legislation on May 5th. H.R. 980 would designate 23 million acres of land in Idaho,Montana, Oregon, Washington and Wyoming as Wilderness. Thismeans each of these 23 million acres would be made permanentlyoff-limits to motorized and mechanized recreation, includingoff-highway motorcycles, all-terrain vehicles, 4x4s, snowmobilesand mountain bikes. The legislation would forever ban these opportunities withoutregard for local processes and decisions on how the land is mostappropriately managed. In fact, of the 71 current cosponsors onthe legislation, only 2 come from a state that would be impactedby the bill and there are no cosponsors from Idaho, Montana,Wyoming or Oregon and not one of the six Members representingthe affected areas has signed onto the bill. In addition, much of the land that would be designated aswilderness does not meet the criteria set forth in the 1964Wilderness Act. Many of the federal lands addressed by H.R. 980include roads, bridges, campgrounds, trails, etc. Thiscontradicts the intent of the original Wilderness Act, whichessentially defines wilderness areas as lands that show littleor no signs of human involvement.
