Arrow Console Construction

I'm going to begin building a console like the one below. I plan on making it out of steel so I can weld it. Does anyone have any suggestions on how to make it? Should I make a frame out of tubing, then skin it, or just use plate steel? If I do skin it I will probably have to weld the whole seam because I want it to be waterproof! What would you do?

My dad used a weld sealer compound when restoring his car which is easier then water proof welds. RTV works too.
