Default How do you test a wall charger?

I have a 120volt wall chager for my dogs e-collar (tri-tronics) and it wont charge the batteries. The output of the charger is 9v 350mA. I hooked up my multimeter and probed the inside and outside of the wall charger's end and only got 0.145V. Is there a different way you guys know of to test a 9Volt wall charger??

Measure the terminals while its hooked up and charging. Sometimes they'll look OK with no load...

I checked it while on DC volts as the output is 9 volts DC.

I'm sure its dead, just wanted to get some oppinions.
