Default Blinker on G/F's Explorer

G/F has a '98 Explorer. Have a problem when I turn on the right blinker. Blinker will not come on, but I hear a kind of crackling sound. Blinker will come on with no crackling sound if I hold the signal lever up without actually pushing the lever all the way to click into the on position. Have no emergency flashers as well, but no crackling sound when that switch is on. Left blinker works fine. Any Ideas?

Are you still running summer blend blinker fluid? Could be frozen an the crackling you hear is the ice breaking.
