ANCHORAGE, Alaska (CNN) -- Republican vice presidential nominee Sarah Palin abused her power as Alaska's governor and violated state ethics law by trying to get her ex-brother-in-law fired from the state police, a state investigator's report concluded Friday.

"Gov. Palin knowingly permitted a situation to continue where impermissible pressure was placed on several subordinates in order to advance a personal agenda," the report states.

Public Safety Commissioner Walt Monegan's refusal to fire State Trooper Mike Wooten from the state police force was "likely a contributing factor" to Monegan's July dismissal, but Palin had the authority as governor to fire him, the report by former Anchorage prosecutor Stephen Branchflower states.

However, it states that her efforts to get Wooten fired broke a state ethics law that bars public officials from pursuing personal interest through official action.

Monegan has said he was fired in July after refusing pressure to sack Wooten, who had gone through an acrimonious divorce and custody battle with Palin's sister.

Palin and her husband, Todd, have consistently denied wrongdoing, describing Wooten as a "rogue trooper" who had threatened their family -- allegations Branchflower discounted.

"I conclude that such claims of fear were not bona fide and were offered to provide cover for the Palins' real motivation: to get Trooper Wooten fired for personal family reasons," Branchflower wrote.

The Branchflower report states Todd Palin used his wife's office and its resources to press for Wooten's removal, and the governor "failed to act" to stop it. But because Todd Palin is not a state employee, the report makes no finding regarding his conduct.

The bipartisan Legislative Council, which commissioned the investigation after Monegan was fired, unanimously adopted the 263-page public report after a marathon executive session Friday. About 1,000 more pages of documents compiled during the inquiry will remain confidential, the council's chairman, state Sen. Kim Elton, said.

Rep. John Coghill, a Republican who criticized the handling of the investigation, said it was "well-done professionally."

But he said some of the conclusions were judgment calls by Branchflower, and recommended readers should view them with a "jaundiced eye."

Palin originally agreed to cooperate with the Legislative Council inquiry, and disclosed in August that her advisers had contacted Department of Public Safety officials nearly two dozen times regarding her ex-brother-in-law.

But once she became Sen. John McCain's running mate, her advisers began painting the investigation as a weapon of Democratic partisans.

The trooper tazed a ten year old boy; Got caught driving with open container, twice, in a patrol car; has a poor record at best.
He should have been fired and jailed. He got neither.

He would have got me back though.

But, once, my girl and I were having coffee in the morning, barefoot. I had a first gen stun-gun. There was a sparrow on the chain link fence so I touched the fence with the stun-gun, Lorraine said "don't", and made the bitch-mouth.
I smiled and pulled the trigger.
HOLY MOTHER OF GOD!! Shocked the snot out of me.
Lorraine laughed so hard, dropped her coffee and broke the cup.

You guys got the part that the commish was "appointed" and could be fired at the will of the governor for any reason or no reason. Her abuse of power was to allow her husband to contact her staff.

The treatment Palin has gotten since entering the race nearly makes me sick.

If ANYONE doubted the clear liberal bias of the media before this, they should be convinced now.

Let's just look at the VP debate:

She mispronounced a general's name and said "maverick" too many times. She held her own against a far more experienced politician, though I still hold that neither scored a game-changing punch in the whole event. In fact, given the raking Palin's been taking (stilted, biased, heavily-edited "interviews", the DNC-financed team of lawyers tearing through every record in Alaska, etc...) to match Joe one-for-one could be construed as a home run - but I'm not calling it that...

However, Biden got a free pass for his many blatant factual errors and missteps - any one of which would've been front-page/interrupt regular programming headlines had Palin done them.

To Wit:

1) Biden: "Look, all you have to do is go down Union Street with me in Wilmington or go to Katie's restaurant or walk into Home Depot with me where I spend a lot of time, and you ask anybody in there whether or not the economic and foreign policy of this administration has made them better off in the last eight years."

The "Katie's Restaurant" he's referring to in Wilmington closed over 20 years ago. And while I may be wrong, I suspect the Sentor's not doing a lot of DIY home improvements while on the Presidential campiagn trail (remember he was competing against Obama early on, often calling out his naivete and lack of experience, so it's been a while).

2) "When we kicked -- along with France -- we kicked Hezbollah out of Lebanon."

Didn't happen. So apparently Joe's alleged mastery of foreign affairs has a few gaps.

3) "I said and Barack said, 'Move NATO forces in there. Fill the vacuum, because if you don't, Hezbollah will control it.'"

Lebanon is not part of NATO. We don't control NATO, and can't compell them to do something outside the NATO treaty agreements. Again, a lot of soundbites with no content behind them, and indicative of a true lack of understanding in the foreign policy arena.

4) Then in classic Obama campaign style (i.e. running against Dubya instead of McCain), Joe went off an a weird tangent about Dick Cheney's "dangerous" belief that "he's part of the legislative branch.".

The VP (according to Article I of the Constitution) is the President of the Senate - at all times, not just in cases of a tie (as widely and incorrectly believed). This, clearly gives the VP authority and a role in the legislative branch.

Another factual swing and miss, Joe.

5) "With Afghanistan, facts matter, Gwen. ... We spend more money in three weeks on combat in Iraq than we spent on the entirety of the last seven years that we have been in Afghanistan building that country."

According to the Congressional Research Service, since 9/11/2001 we've spent $172B in Afghanistan and $653B in Iraq. The highest spending levels in Iraq occurred in 2008, where we're spending about $3B a week. So if we conservatively use that peak $3B/week rate, Biden's saying that we've only spent $9B in Afghanistan in "the last seven years that we have been in Afghanistan building that country." $172B per the government accountants or $9B per Joe? Joe fails again.

So this clearly shows that Joe (Obama, and the Obama faithful that prepped him) missed the mark factually on several occasions - factual/truthfullness slips any one of which would've gotten Palin crucified.
