Default sleeve seal

late 70's 302 v8 and replacing the timing cover gasket and waterpump gasket. The Felpro gasket kit came with a sleeve seal. One end of the seal is flat and one end is rounded off. How does this seal install and where? What end faces what? Also came with pro lock in a small white tube, what is this used for?
