Lake or river..
Least amount of chop.

Back in the day we would go to the Sacramento Delta and ski the channels.
Like glass because the levies block the wind.

you would have to do the rock test to find out which lake has the heaviest water. You need to toss a 1lbs rock 8ft in the air and land in at least 1ft no more than 5ft of water...then if the ripple pattern stays under 10ft you are good to go for a fast water lake, if the pattern is over 10ft it's not good for high speed runs, but better for skiing becasue the water is softer...good rule of thumb the hard the water the faster the boat will run and the calmer it will be as wind has a hard time affecting it.

The flattest lakes are in the desert where there are no hills. Here in Michigan where it is hilly, all the lakes go up or down hill.
