Michigan law does not allow you to tamper with natural wetland areas...that is why in certain areas like in cities you will find fences around theses little ponds and stuff because they are considered natural wetlands

Actually they put fences around them to keep idiots from falling in and drowning. Fences inhibit the natural inhabitants.

Just because you see water does not mean its state regulated and wrong to be in or around. And its not the DNR, rather the MDEQ that regulates such things.
