AOD shifts early

I have an AOD trans out of a 89 bronco. The engine is a 302 carbed with a mild cam. I have the kickdown cable adjusted how it should be, and the trans shifts great into all gears...but just way too early in the RPM range. My cam doesnt gain power up until mid to upper throttle. Ive already tried backing out the cable and it did help a little but not what i want. If i want to pass someone its nearly impossible, because the trans wont kickdown when i floor it. The converter is stock and thats how i want to leave it, since this will be an offroad truck.

What is wrong here?

It sounds like the tv cable is still out of adjustment...... no forced passing gear means you don't have enough throttle pressure.
