When u own the land, do you not own it all the way down to the center of the earth? Including all mineral rights? Encompassing also...water?

Not sure that a bill was actually introduced, she just indicated they were talking about it. Even if it wasn't introduced this time you can bet it will come up again in the future and may be introduced then.

No, many times the mineral rights do not belong to the property owner. As far as water goes I'm really not sure, michigan to my knowledge doesn't sell water rights.

Like I said in the first post, the woman I was talking to was the bldg permit person in the Sanilac county court house. Take it however you want.

Don't laugh...this is already going on in MD. They are calling it the "Rain Tax" and they are claiming that when it rains it creates runoff that pollutes the Cheasapeake Bay and the tax is covering the clean up...or something like that. My mother was explaining it to me the other day. Seemed quite absurd, but they are getting away with taxing people when it rains. MD is good at taxing ridiculous stuff, though.

That's part of the Chesapeake Bay plan, many of our agronomist believe we will soon see a Mississippi delta plan and possibly a Great Lakes plan in the near future.
