So Much Depends On The Moisture In The Sand. In The Morning With The Dew On Before The Sand Gets All Fluffed Up You Come In The Park Take A Left And Go Like Hell Up And Over. At Four In The After Noon On A Hot Day When The Wind Is Blowing All The Stockers Are At The Bottom Or Half Way up.

It took me a few times when my ranger was stock w/ 30.5" tires. I've gone out there with 31" duras and 15psi and had no problems. My ranger now has coil overs, an AAL and the previously mentioned duras.
I use 4hi and third gear. I've also used 4low to make it up. I found the key is wheel spin. Keep on top of the sand and your momentum. Once you loose that, you're gonna have issues.

I used to take my 2WD S10 out there stock. Never attempted test hill but had plenty of success other places. My Stock Explorer with Yoko's made it up with little struggle.

regardless, I would not try going out on the sand without airing down.
My JKU is great out there, but it still needs low air pressure.

I was up there with a small group a few years ago, friend's brother was there in a CJ and struggling to get up Test Hill, finally crested after about 8 tries.
When he got out we asked what tire pressure he was at cause it didnt' look low enough, he said he was at 10 and swore it wasnt' the tire pressure, he needed a v8 swap bad. The brother and I started letting air out, down to 6 or 8, told him to try again. He was not happy with us, and reluctantly backed down to the bottom. Drove straight up with out an issue, grinning ear to ear, hopped out and was yelling "I'd swear you just swapped a V8 it there"

I've also seen people that were making it "ok" but were beating the shit out of their vehicle to get it to the top. So I try talking them into airing down a bit more so they don't have to be so hard on the vehicle. The ones that do are very thankful, the ones that dont' often leave with broken vehicles being towed by others, just because they refused to go lower.

After looking at the operator's manual just now, it would seem that you are correct about it just being for descending. I guess that's good to know before I headed out there sometime.

My first real lesson on this was many years ago on a sandy hill on a power line. My buddies truck was on 35's with 3.07 gears, which we knew was underpowered. We didn't want to air down because we were afraid the truck would bog down. We got in a valley that we couldn't get out of. Finally someone convinced us to air down more and we literally idled up the hill.

Lesson learned. Low tire pressure does not sap HP.

You guys are all wrong. You cannot climb sand without a V8.
That's why my YJ is getting a 700HP BBC. Just so I can climb test hill.
