Default 2002 Excursion v10 2 disconnected vacuum lines ( what do they do)

Starters my heat only works on windshield an auto 4x4 never worked. Found two disconnected ( ends were burnt close) ....one lines black others gray . One goes to a round thing on my heater hose Assembly, other goes to a vacuum on passenger firewall..

What do they do? Any reason why someone would purposely disconnect them?Click image for larger version

I have two 2001's, I can take closer look later, but I would bet if you get them hooked back up your 4x4 and heater controls would work. Those are the only two vacuum operations on these trucks I can think of. The vacuum on the fender is the actual vacuum pump that supplies the vacuum for both of those operations.

The heater/defroster defaults to defroster if it loses vacuum, which is why you only have defroster. The front hubs are vacuum activated, which is why they are not engaging with those lines out.
