1997 dodge cummins stuck in limp mode

takes off in 2nd gear you can pull to first and it will shift down but if you try to shift to 3rd its like hitting neutral. replaced speed sensor changed nothing and to top it off i have no obd2 connector it was never installed when they did the cummins swap

might be the gov pressure sensor and solenoid in the trans. mine used to start off in 3d if left in drive, but you could manually shift. It never acted like neutral when it wanted to shift to 3rd, it just would never shift and keep reeving.

12 valve shouldn't have obd2 since there isn't a computer...

Do you think it is trans related, or motor related?

It is either the governor solenoid and transducer or your kick down cable is not adjusted properly/ wore out.
