91 XJ Sputters, knocks, and dies

I have a 91 XJ with a 4.0. It will start and idle fine for a couple seconds then it will start to idle up, then it will idle way down and start to knock. It will try to correct it but it fails and dies. It will backfire out of the exhaust and the intake sometimes, but not every time. If I play with the pedal I can get it to run higher rpms and it will run smooth before sputtering and eventually it dies. It doesn't knock when running in higher rpms. I replaced the fuel pump, filter, plugs, wires, cap, and rotor. I am getting ready to go clean the throttle body and iac right now.

Cleaned out the IAC and the throttle body. Still making the sme noises. The sound seems like it is coming from the flywheel or something in that area.

I replaced the iac and the crank position sensor and it is still starting, idling fine for a couple secs, then idles down and starts knocking, idles up without knocking, then idles down again. It will go up and down a few times before stalling.

I checked all of the vac lines and they look ok. I don't want to keep throwing parts at it but what about the map sensor?

Anyone have any ideas? It's not drive able so I can't take it to get scanned. Someone I know suggested a vacuum leak but I didn't think it would cause the motor to run like this.

Tested the fuel pressure last night. Has 40 psi with the key on then it bleeds down to about 35 and holds it. When it starts it has about 40, then bleeds off to 0 and starts knocking and dying then the pressure jumps to 40 again before repeating the bleed down and knock routine. It has a new fuel pump and filter.

Possibly its the computer or some bad wiring.

Not sure if the fuel pressure regulator can do that but I dont think so.

A quick googling comes up with the fuel pump ballast resistor. Would that be the one?

It's on the inside of the driver side fender near the firewall. It is 1 wire in and 1 wire out. I just cut off the connectors and soldered the wires together. The resistor is there to reduce voltage going to the fuel pump to make it quieter. The only warning I found was to not let the fuel level get too low because the pump will be running a little hotter.
