98 wrangler

I just bought a 98 wrangler that needs a little work and I have a couple questions.

1. Did all 98 jeep wranglers come with a chip in the key and how can you tell if not. I have a key that says jeep and is black but it won't start the jeep so the PO wired it to a push button. I need to swap out the ignition switch to see if that fixes it. I tried searching and just got mixed results.

2. The headlights and taillights don't work blinkers and brake lights work. Is this possibly the switch?

3. I drove it today and got death wobble really bad the lift is fairly new its a 4 in RC lift with around 500 miles on it the jeep has one new upper arm and axle mount and the steering is new. Just looking for some suggestions on what else I should check.

I think the keys with chips in them are gray. an they are not cheep to get made an programed.
