05 Grand Cherokee over heating

My buddy has a 05 GC 3.7 v-6 taht over heats at highway speeds but cools off when city driving or heat is on plus stays cool when sitting in park.
He replaced the thermostat, radiator cap, radiator and water pump.
We did a leak down test on the cylinders no leaks its not losing antifreeze anywhere.
