Default Trailer axle repair/ place to buy new?

I bought a 16' tandem axle trailer on the cheap knowing it needed a new axle. It is a 3500# axle with drum brake hubs that have seen better days as the fiction material is pretty warn down. The axle snapped right in half and someone used some 1"x24" steel and self tappers to "fix" it before trading it in to the dealer I got it from.

Tractor supply sells a 3500# idler axle for like $150 I was just going to go with but I went to the store and realized it didn't have plates to bolt the brake drums. I don't know much about trailer axles so, can they be sleeved and is it worth it? Is there a place local that sells an axle with drums on it? Am I better off going to TS buying the idler and welding plates on for the brakes?

Slm trailers in whitmore Lk has always been good to me very fast turn around on axle assembly usually a day or two
