Looks like a shifter out of an old style 2 speed rear end from a piece of heavy equipment like a semi tractor or large dump truck. Definitely only shifts straight forward and back. Might be a shift lever for a split gear transmission as well.

Some kind of butt plunger, the set screwed aluminum piece sets the depth of the plunge. At its current setting i would say Steveo just got done using it.
