Default Civic participation letter

Someone I know received a letter from some part of the government, (I believe local city) stating her neighbors names, addresses, and how they voted from 2004 to present. The info listed for her was correct on how she voted.

Why would something like this be mailed out?

I'm sorry, I was under the mistaken assumption that whether I voted or not was public, but not HOW I voted?

I've often wondered if it's a SECRET ballot, why the one I punch holes in and the tearoff I sign have matching serial numbers.

I got the same letter a few days ago. It tells me all my neighbors names and addresses and if they voted or not since the year 2000. I too find it kind of unusual.
