Can anyone identify this "trinket" - Great Lakes 4x4. The largest offroad forum in the Midwest

So, I have had this thing for almost 20 years and have never known what it was. I found it in a hotel lobby inside a desk drawer. I was in grade school at the time, playing in a basketball tournament in Grand Rapids.

It is made out of some kind of metal.
It has a part that slides out as seen in the picture

Please help me cure my curiosity

I had someone tell me they thought it was a drug users tool? Roach clips with a bowl cleaner on the pull out part. The bony back on the fish would be used to break up rock cocaine. Interesting

The pin part has what looks like a separator that makes space behind a button head to slip it on, and the fish slides over it.
