That is great advice. I'm going to see if I can rent a vacuum gauge at AZ. In the meantime, i did some further checking. The vents are also controlled by vacuum. When I switch from defrost to foot to head on the vents, I can still feel air coming out of the center vents. It's a small amount, but still some air is making it through. I'm wondering if the vents are not closing all the way. They are also vacuum operated. That could indicate a weak vacuum.

I chased same issue on my 97 ZR2 - hoses, switches, vacuum motor. Would be good for a while then it would start giving me probems again. A good site is www.zr2.com for more information.

Mine was fixed after replacing the intake manifold gasket. 4.3L have "issues" with intake gaskets and mine lost enough vacuum at higher speeds to cause problems with the 4wd. If you truck is using coolant... it will be an intake gasket. Checking vacuum as someone has already suggested is what I would do next.
