Default no heat in 94 chevy

alright so this is my dads truck that is having the problem. its a 94 with the 5.7 in it. he says that it heats up to about 200 then drops down to about 120 and stays there. he has put 3 different thermostats in it all of which were different brands. he has also checked the thermostats outside of the truck to make sure they are working properly and all 3 are. the coolant is full and has no air in the system... any ideas what his problem could be?

Bad temp sender, the one in the drivers head. The one in the intake is for the ECM. It would be nice if you could plug it in and see what the ECM sees for a temp.

Edit: I'm assuming the heat is working normal, good heat but the gauge is flipping out.

No the heat is not working either... He can leave it running for 20 minutes and still is blowing fairly cold air

It wouldn't have anything to do with temp gauge jumping around, but check the vac line on the heater hose in engine bay. It's on the passenger side close to fire wall. Every now and then mine pops off that plastic thing in line with heater hose and I lose my heat.
