Default 2000 super duty ESOF/ GEM problem

When I switch it to 4hi or 4lo nothing happens, no lights nor does the shift motor make noise. I switched around the relays and the fuse without any luck. The truck is a manual so I tried clutch in rolling, stopped, in gear, brake on... nothing. I do not have voltage to the shift motor.

I think I have it narrowed down to the GEM or ESOF dash switch.

I'm wondering if the esof dash switches ever go bad? It has power to the backlit lights if that would make a difference.

Do I have any options for testing the GEM? It's a pricey part to just guess and replace.

Is there a way to manually engage the 4 wheel drive?

Also the truck has warn locking hubs so this is not an auto locking hubs/ vacuum question.
