Emergency brake cable tool.

Do they make one? Where does one find one?

I am getting tired of stretching out the cable and the spring with 2 vise grips and having my son hook on the bracket

To the OP, are you new to this website? There is a tech section where all things mechanical are discussed. This section is called the Pub. It's a place for friendly banter and such.

Carry on.

I just use a pair of side cuts (dikes)...postion them between the spring and the barrel, squeeze enough to get them in between, push over a little to compress the spring by pushing the handles sidewayes (prying agains the barrel), and then squeeze enough to slightly bite into the cable and hold it in place. Put the bracket in place and release the side cuts.

Tell the truth! Did you ever whip the side cutters across the garage while doing what you just described?
