Where is the money?

Where does the money go?
From the lumber cut down on state property?
I have a friend that hired a crew of 3 men and two donkeys, to select cut some lumber from his 40 acres. He received $15,000 for this lumber that was removed. The following mid summer, he could not tell where it was missing from.
I remember 4 wheeling and snowmobiling on our state land and have come up with this question of where does the money go, let alone how much money.
One time on the side of the trail, while taking a break from snowmobiling, a DNR officer pulled up and asked to check our documentation. I had no problem with this as it is his job. When he was finished we had some small talk. I asked him about the different laws on trail riding. I took advantage of this situation because my two sons and my wife were with me on the trail. I asked the officer about the fines one would receive if they were to wonder off the trail on state land. I found it unbelievable that I could be charged for every small sapling or tree that I ran over on the side of the trail, as well as the cost to replace them. I'm am telling this story because the very same trail less than 1 year later was made twice as wide, and the woods next to it were gone, I mean GONE! It looked to be a square mile. Upon traveling down the trail further in my jeep I found many more clear cut areas. I had to get my maps out to double check where I was. I thought I had made a wrong turn. After checking the maps I found I was on the correct trail.
So, back to the 15k for the trees that were not missed,LOL. How much money is made from a, lets call it a "half square mile" of State land? And, where does it go?

When I was working for a drilling company in MI I saw the charges the state would give us to put in a road/location. each tree we cut down was assesed for cost. the state of michigan and the deq charge so much for permits and land use you would shit if you saw some of the costs.
