If you are trying to figure out if its still in 4x4? (which seems to be what you are getting at) You can jack up both front wheels and spin them, if the driveshafts spins the T-case is unlocked.

As i mentioned earlier in the post, there is no lockouts (pm kickstand for actual name of that type of axle) but most call it a live axle.

If the driveshaft doesnt spin the t case is still engaged. As i mentioned before it may just be stuck, I never had any luck getting those T-cases in or out of 4lo very easily.

The rangers switched like explorer did to a full ifs setup which has the front diff. and driveshaft spinning all of the time. The transfercase is what breaks the connection to not send any power to the front.

To tell if your in 4x4 still try driving slowly with the wheels turned all the way to one side. If your in 4x4 still the lag/hesitation you get from the CV's should be easy to feel.

I don't remember the fuse. I would also check the lights for the 4x4 hi/low to see if they are burned out and if so replace them and that would help to rule out alot of passabilities with the problem.
