although I haven't read the bill, if it was put together by the I am sure it doesn't actually fix the problems that caused the issue in the first place.

I'm pretty sure it's too lenient on the financial system and won't actually do anything, but they will sure as hell be celebrating it like it's a major victory.

I think it's largely a result of the financial and business sectors failure to regulate themselves.
