Default Tech II scanner emulator?

Anybody know of an emulator you can run on a laptop to hook into a car? It seems like there has to be a more economical way of getting access to tech II stuff then spending the big money on the scanner/programmer.

I use EFI Live.... Scan only is about $400 from what I remember. Tuning also is $800 or so.

No, ECM/PCM/TCM stuff only. It can read BCM signals but not flash them.
