Default used air compressor issues

how would you clean the inside of an air compressor tank?
I just picked up a new to me 80 gal 2 stage air compressor. one of the many small issues is that it has been stored a while with the drain closed and I would like to clean the rust and crud out of the tank before I put it back in service.
my garage is not heated so I can't flush it out with water.
any thoughts on the subject?

Just open the drain and see if any water comes out, probably not due to the outside temp.

That is all that is needed, it will accumulate more moisture when you use it so just drain it periodically.

or drain it after some use, compressed air is hot and will melt any water in the tank

Default magnetic starter?

I think most of the water is out. I removed the drain plug and added air to the tank with my other compressor. the water came out cleaner than I thought it would. the stuff that came out of the water seperator was discusting however.
the contacts on the pressure switch are pretty rough. I may have to replace that. they definatly had it wired incorectly. My buddy wants me to put on a magnetic starter. I think it would be a wise move but I am not sure about spending the funds right now.
