That's an odd trailer. Looks like most of the weight is behind the axles. Have you ever towed it? Wondering how it pulls with that set up.

the axle locks back farther on it i have seen that type of trailer you pull a pinout and drive forward and the back of the trailer drops then when you have it loaded or unloaded you just back up and it brings the deck flat and the axles are back farther then they are in the pic. hard to explain but its a cool design. at least thats the type i think it is.
