When you put someone on your Ignore List, it hides their posts in threads. You can still read their posts and reply if you want, but the real purpose of it is to block them from sending you PMs. The beauty of the PM blocking is that GL doesn't tell the sender that you are blocking them, so vBulletin totally lets you get all worked up and waste a lot of time typing up a nastygram that never goes anywhere and the recipient never sees.
