Default 05 F150 Humming Noise

So I start her up and drive half a mile, then this humming noise starts from under the dashboard on the passenger's side. Shut her down and start her back up and it came back. Kinda sounds like the fan but the heat/ac is off, try and turn it back on and nothing. No controls, doesn't light up at all. No check engine light or any other indication on the dash.

Anyone else have anything similar happening to them? And how much should I expect for parts and or repairs?

Yes while it is running.

The noise was coming from inside the cab, not the drivetrain.

Found out that the dealership wanted to charge me $730+ to fix, but its already being taken care of at a fraction of that cost.
