And Tom, no this thread isn't over a shackle. It's about a few legitimate questions regarding safety during recovery. I don't have a whole lot of money, and I'd still like to wheel, but I'm not gonna risk someone else's life to do it, thus looking for the cheapest safe way available to me.
If you don't have a whole lot of extra cash why do you want to wheel your DD? What are you going to do if something major breaks while wheeling?

i work in the construction field and do alot of heavy lifting using shackles we lifted a 50,000 lbs machine today using 4 shackles one on each strap 3/4 shackles(pin diam) so shackle on the hitch is the way to go

Don't break. I know the limits of myself, and my vehicle, and I won't risk major damage. Dents and scratches don't bother me, so as long as I stay out of the skinny pedal, I shouldn't break anything mechanical.

your money isnt my business, and if you want to wheel your dd thats fine, ive done it plenty of times. however dont plan on not breaking, thats when shit breaks
