go to home depot. spend $8 on a piece of 3/4" tubing. inside diameter will be 5/8" cut pieces to desired width. install. if you want to get fancy after you install them tack weld them to the brackets so if you ever have to pull a link out to work on something they wont fall out.
I think I found an alternative. since its just a spacer to increase angle you can use a lug nut drilled to the correct bolt size or you can use a stub shaft nut? I went to the barn and I have crap loads of them. the center is 23/32" which is slightly larger then you need, but if you go to some place like auto zone you might fine one closer to the 16mm or 5/8" . even if you had to run a drill through it its a hardened nut that wouldn't collapse like mild steel would
I just posted the pic above of the nuts I found, they are shouldered just like the store bought spacers, say what you will, but if it works till you get the correct ones then don't knock it
What grade aluminum? I wouldnt run aluminum misalignment spacers on single shear steering unless they were 7075 or better, even then, a double shear tab or flange would be a good idea also.
