Default Temp Sensor question...

In my 95 F-150 300-I6.
First off, my gauge never reads normal. It's like the range is limited to the first 1/4 of the gauge. From the cold to the "N" of normal.. I know if it goes above the "N" it's getting too hot. Normal is just about where the line for the start of the normal area is.
Im wondering if the temp sensor is bad. I dont care about the gauge reading correct, but am wondering if it's screwing up the computer making it think it's cold and keeping it from going to closed loop mode? I'm getting about 10-12 mpg and think I should be able to squeeze 15-18 out of it.
So, will a bad temp sensor affect the computers loop modes?
