Just had the same exact problem with my wifes minivan...3.0 liter getting about 13mpg...gets 20 now.
OR your viscous clutch on the fan is bad, causing it to spin at all engine temps/speeds.

If it were me, I'd do an actual diagnosis of the problem before throwing parts at it.....check the temp of the antifreeze when the vehicle is 'warm' with a thermometer to actually verify it's temp - otherwise you're throwing $$ at assumptions
