I'll need to do more research into this. As far as I know, the difference between Michigan and Ohio is that for your $16.25 a year in Michigan you get access to 4 scramble area and all the money collected goes to the ORV program, although much of it goes to ORV education and law enforcment quite a bit goes towards maintaining the ORV trail system but the $7.25 in Ohio just lets you operate along the shoulder of certian roads. I'm not sure how this relates to power lines. I did hear that they had passed a law allowing utilities to allow recreational usages of thier lands without being held liable for what happens there. If we could get something like that passed in Michigan it be great.
