Default YJ bumper and welder question.

I'm looking to build a front bumper for my YJ and I want to know what size metal i'd need to do something like this:

I am doing this for a shop project and they only have a 125 Mig welder so i thought this would work better. I mainly want to know how thick of metal I need for the D-Ring/mounting brackets.

Also:
I'm looking into getting my own welder and I wondered if any of you liked the Hobart Handler 125. I know Hobart is owned by Miller so I would think the quality would be top notch. I really would only be using this for bumpers and stuff and maybe a SOA for spring perches and stuff. Would the welder do the trick?
