Yes, use the trailer spindle and bearings. I use to make them with a pivot point like you described, it worked great for a while and if you removed it often and cleaned and lubed it, it was great, but if not, good luck opening and/or removing the tire carrier. We had to cut the one off of my brothers when we replaced it with a spindle/bearings. I did like that it would stay in any position the way it was, with the bearings it almost opens too easily. You have to watch it. A tire on a swingout can do some damage. haha Nice bumper though.
