I'd recommend against that; I'd use a trailer hub and spindle; it seems to be the best way to go. It's made to support more than the weight of a tire, is greasable, uses bearings, and will not sag.

Many others have used hubs as well. Hopefully someone will chime in with the good latch to use, I just don't remember where to find it.

I see you posted there a while back, he has the latch that seems kind of like the universal latch used by many tire carrier makers. I'm not sure I get what he used to the hinge though.
