I think 'ol Newt is pretty close to the mark.

The rot goes deep. The leadership of Detroit is the result of years and years of inbreeding among connected incompetants.

Take Kwame for instance. He's the child of two McNamara devotees, his mother being (due to a cruel trick of redistricting) my U.S. congressperson. He was groomed to a Detroit politician from birth, meaning that he's all packaging and no product. He has no marketable job skills and nothing to offer except the packaging - which is all Detroit voters want - they reject content and capability.

A legitimate candidate would be run out on a rail, branded as unelectable.

He's very correct about the bureaucracy protecting itself. Detroit cannot improve because it's all about maintaining the status quo. Improvement will require major upheaval, a completely new administration from the bottom up.
