key on engine off the pump should get 12v for a few seconds (stops priming pump after PCM see's the engine isn't spinning). 7.5volts - if in fact you did test it at the fuel pump connector at the gas tank, is way under spec.

And X2 on the battery voltage - you should have 12.6 across the battery
