I get a best of 18 in the summer, mine's a '94.

I think the key to good gas mileage is proper gearing with the 4.0

A lot of the rangers/sploders came from the factory with 3.27's in them, way to tall of a ratio IMO for something as heavy as an explorer. The 5 speed transmissions are ten fold better than the a4ld in both strenght and power transfer, but honestly my 4.0 had a huge mileage gain when I put in my gears with the tires - I'm running 4.56's with 33's, and pull roughly 19-22 on the highway going right around 68 mph....and that's with it lifted. When it was stock, I was lucky to get that on the highway.

But, even if they do get shitty mileage, if you've got the 4.0 your set - that motor is a damn reliable work horse (well, the OHV ones.....the SOHC have more than a few problems)
