the upper hose should still get hot even if the water pump isnt working(hot shit rises). some older tractors didnt even have water pumps the had the radiator mounted a little higher so the hot water would rise up and the cooled water would fall back down to the engine. 1.5 gallons low would cause it to over heat and probly not heat the upper hose. like stated before you should fix your leaks and go from there. if the entire engine cools wile driving it probly has a bad thermostat.
