The instrument cluster can be configured to turn off the seat belt minder. Block "0", byte 1, bit 5 needs to be reconfigured from a 1 to a 0.

Again, like someone already said. Up until now, there has been one of those song&dance procedures for shutting it off. Basically, it goes something like Start with the seatbelt unbuckled. Turn key to ON, buckle and unbuckle the belt 5 times in 10 seconds, turn key to OFF, then back on.
That isn't the exact procedure, but look in your owners manual under "Belt Minder" and you should have some procedure for doing it.
Why cut wires when you can do it without ever touching your harness?
