I'd try replacing that valve (so it doesn't leak) then refill the cooling system, bring it up to NOT (Normal Operating Temperature) and then make sure the cooling system is full.

It overheats because it's low on coolant (you put 1.5 gals in). It's low on coolant because it has a leak. Fix those and go from there.
