If you are referring to Florida which instituted this policy, the results are skewed. In Florida, people refused to take the drug test and eventually the law was overturned and everyone who refused to take the test got their welfare money anyway. The people who went along with the drug tests, few people were caught with drugs in their system because the people with drugs in their system refused to test.
